Remember: Governmental bodies are accountable for litigation settlements whether in court or in matters pending before the governmental bodies themselves. Public disclosure is the rule, and confidentiality is the exception.

GOVERNMENT'S MISSION STATEMENT"
A good statement for sure.
Although adding something like,
"Preserving an open,
honest government of the people, for the people and by the people."
Those words were written many years ago by some very smart people.
All actions taken and all votes in closed session must be publicly reported orally or in writing within 24 hours (§54957.1), and copies of any contract or settlements approved must be made available promptly (§54957.1(c)).

Proactive and reactive. Two words often used in business and government. For the most part they are used to describe how an organization will operate. Will they be proactive or reactive? Proactive Serving to prepare for, intervene in, or control an expected occurrence or situation, Acting in advance to deal with an expected difficulty; (of a policy or person or action) controlling a situation by causing something to happen rather than waiting to respond to it after it happens. Those definitions are good ones and they describe an entity that anticipates bad things before they happen and they work to ensure they don't happen. A good policy for sure. Reactive. Tending to be responsive or to react to a stimulus. This type of organization waits for something to happen and then they decide they should do something. Some better definitions are found under the word reaction. Reaction Action in response to some influence, event an idea evoked by some experience; "his reaction to the news was to start planning what to do" A response to a stimulus, such as a reflex. A pattern of behavior constituting a mental disorder or personality type. Those are also good definitions of a reactive organization.
They operate on the principle that nothing they do not want to happen will happen. These organizations will continue driving the wrong way on a one way street and when they see headlights coming toward them they refuse to deviate from their path because they refuse to think it could be them going the wrong way. Now a proactive organization plans for disasters that may never happen. They do things to try ensuring they don't happen. That is a good organization. Those reactive organizations consistently wait for something to happen, then hold meetings trying to figure out who to blame for not preparing or intervening before the fact. (A pattern of behavior constituting a mental disorder or personality type.) On occasion a new leader will come along and explain to these organizations the error of their ways and everybody lives happily ever after. Sometimes they just continue being reactive and they themselves become the disaster.

The Calaveras County Board of Supervisors do a good job most of the time.
But, on occasion they embark on a mission to show the people that they too can make mistakes.
Some mistakes result in the stubbing of a toe or the bumping of the funny bone.
Those are good for comic relief.
Others though are nothing to laugh at. The consequences are far to great.
